Ethiopia: 25 people killed in ethnic violence

ESAT News (January 2, 2019)

At least 25 people were killed in the last few days of ethnic violence in Kefa and Guji Zones in southern Ethiopia.

15 people have been killed in Guji Zone in renewed ethnic clashes since Friday.

In June 2018, at least 200 people were killed in clashes between the Guji and Gedeo while hundreds were displaced from the villages.

In Amaro, near Guji, attack by soldiers of the Oromo Liberation Front (OLF) has left four people dead, according to residents who spoke to ESAT. the residents have also accused the OLF of setting fire on their harvest and cattle raiding.

Last week, OLF soldiers kidnapped 3 local officials of Gelana district in Guji zone.

In Decha district of Keffa zone, at least ten people were killed in violence that targeted people who had settled in the area 15 years ago. The victims had come from Kembata, Sidama and Wolayta after drought hit the region. Reports say the locals were demanding the victims to leave their turf.

In a positive development, violence and displacement in areas bordering the Oromo and Benishangul regions have been put under control, according to a command post that was set up to quell deadly violence in the region. Dozens of people have lost their lives in ethnic based attacks in Benishangul and west Oromo regions. The command post says efforts were underway to repatriate the displaced.

ONLF says peace and stability should reign before rushing into elections

The Ogaden National Liberation Front (ONLF) said while it is eager to take part in peaceful electoral politics, priority should be given to working for the peace and stability of the country before rushing into elections.

Speaking to ESAT, spokesperson and foreign affairs head for ONLF, Hassan Abdulahi said the Front is prepared to work with the government to bring peace and stability in Ethiopia.

Abdulahi also said the Front does not believe current situations in Ethiopia allow for the conduct of smooth elections and hence the ONLF has no objections if elections, that are slated for May 2020, are postponed.

“Elections are conducted when people have the environment that is suitable and peaceful,” Abdulahi told ESAT and also called on those who incite violence to refrain from wreaking havoc.

In November, the ONLF announced that it had officially laid down arms and combatants of the Front have returned to Ethiopia from their base in Eritrea. The move followed a peace agreement reached with the Ethiopian government in Asmara in October.

In December, based on the peace agreement, leaders of the ONLF returned to Ethiopia to a warm welcome in Addis Ababa and their political base, the Somali region.

Since its establishment in 1984, the ONLF has been fighting for the self-determination and autonomy of Smalis in the Ogaden region of Ethiopia.

The ONLF had in the past claimed responsibility for several attacks against government targets.

In 2007, the ONLF attacked a Chinese petroleum exploration site in Ogaden, killing 74 people – 65 Ethiopians and 9 Chinese nationals.

The ONLF now says it is fully committed to peaceful political struggle, and according to Abdulahi, the Front sees Ethiopia as being on the path of transition in the leadership of the government of Abiy Ahmed.

Ethiopian Christmas brings pardon to over 500 prisoners

This year’s Ethiopian Christmas, to be celebrated on Monday January 7th, brought a special gift to some 500 prisoners.

They were pardoned ahead of the celebrations to be with their families.

Ethiopia’s Attorney General said yesterday that the 530 pardons were mainly given to those who were jailed with children, the seriously ill and elders.

Berhanu Tsegaye said the pardon was given in the spirit of reconciliation, political reforms and the widening of political space underway in the country.

Thousands of political prisoners have been released since a reformist Prime Minister came to power in April 2018. Abiy Ahmed not only released prisoners but also invited exiled opposition groups to return home and take part in the country’s politics. His decision to end two decades of enmity with Eritrea is the hallmark of his tenure.

He is also credited for bringing rapprochement among countries in the Horn of Africa.

Agency finalizes structural, legal framework to facilitate Diaspora participation in Ethiopia’s development

The Ethiopian Diaspora Agency says it has finalized structural and legal frameworks to launch its project which would facilitate the participation of Diaspora Ethiopians in development endeavors of the country, while also ensuring that their rights are protected in their country of origin.

Local media reports quoted Agency’s Director, Selamawit Dawit as saying that it is hoped that when the Agency becomes operational, Diaspora Ethiopians would be one of the actors in Ethiopia’s development efforts.

The Agency would soon begin registration of Diaspora Ethiopians to gather the information needed to carry out it projects.

Some of the goals of the Agency include transfer of knowledge and technology, and augmenting Diaspora’s role and participation in trade, investment and tourism.

The Agency says it would further publicize its mission to the Diaspora and stakeholders in a bid to create synergy for the success of its works.

According to the World Bank, remittances from Diaspora Ethiopians in 2017 was about $2.5B, but estimates by other studies say it exceeds $4.5B. Some studies also show remittances from Diaspora Ethiopians exceeds export revenues, foreign aid and foreign direct investment.

One of the priorities of the government of a reformist Prime Minister as soon as it took the helm of political power in the Spring of 2018 was to engage Diaspora Ethiopians. They have been opposing dictatorship in their country and have remained the voice of compatriots back home when their basic human rights were violated by autocratic rulers. They have been denouncing the way their country was run by an ethnic coalition of the EPRDF and have exposed its crimes for the world to see.

As soon as he took office, Abiy Ahmed toured America and Europe with the motto “Breaking Walls – Building Bridges” and met thousands of Ethiopians. He challenged them to chip in a dollar a day “deducting from their daily expenses of Macchiato.”

The Ethiopia Diaspora Trust Fund was set up towards that end; and as of this report raised $1,797,419.11.

A significant number of Diaspora Ethiopians demand their government to allow dual citizenship so as to allow them do away with hurdles facing non-citizens.

Ethiopia: Oromo regional govt accuses OLF of violating peace accord

The Oromo regional government says the Oromo Liberation Front (OLF), a separatist opposition party, has failed to fully implement the peace accord signed in Asmara, Eritrea.

The regional government said in statement that as a result of failure by the OLF in implementing the peace agreement, there is no peace in the region as violence was still spreading widely.

The regional government says killings, destruction of property and road closures had been seen in four zones in Wellega and West Guji zone. The statement however fell short of directly holding OLF responsible for the crisis.

It said closures of schools and health facilities have affected the community.

Last week, regional police commissioner said 41 people, including police officers and local officials, were killed in the western part of the region in the last four months.

Commissioner Alemayehu Ejigu blamed the Oromo Liberation Front (OLF) for the violence in western Ethiopia.

He said 29 civilians, 10 police officers and 2 local officials were killed while 77 police officers and 40 members of the local militia were injured.

The Oromo Democratic Party (ODP) also accused OLF soldiers of kidnapping people, raping women, robbing banks and attacking police stations in the region.
In September, leaders of the OLF and its combatants returned to Ethiopia from their base in neighboring Eritrea following a call for peaceful political struggle by the government. But since their return, the Front and its combatants have been blamed for the deadly violence in the vast Oromo region.
